Members of the Croatian Association of Debt Collection Agencies (hereinafter: Agencies) agreed on a set of measures aimed at mitigating the negative impact of the crisis on socially vulnerable citizens.
Fully aware of the potential consequences of the crisis on the citizens, the Agency wants to support the efforts of the Government of the Republic of Croatia in this challenging period and, taking into account the social components, contribute to the activities. In a period of six months (October 1, 2022 to March 31, 2023), the Agencies will implement a series of five measures that will completely suspend part of the activities that are part of the claim collection process and suspend the calculation of default interest. The measures would be applied to citizens of the Republic of Croatia who have exercised at least one of the available rights in the social welfare system based on the Social Welfare Act and do not apply to business entities. The measures we adopted at the level of the Croatian Association of Debt Collection Agencies are a continuation of coordination with the Government during earlier challenging situations, such as earthquakes and pandemics, when we also enabled citizens to bridge that period more easily with a package of measures. In accordance with the positive practice of HUAN members, in this period we will additionally intensify the individual approach to each debtor, taking into account their real material possibilities so that their existence is not further threatened. We believe that even in these circumstances, the proposed HUAN measures will contribute to the activities undertaken by the Government of the Republic of Croatia with the aim of financial stability and the protection of socially vulnerable citizens.
In the attachment, we submit the detailed measures, the definition of debtors to which they would be applied, and the method of implementation.
